About the Midlothian Comprehensive Plan

What is the Plan?

"This Comprehensive Plan for the City of Midlothian is intended to guide future development decisions made by staff, elected officials, and decision-makers. The Comprehensive Plan documents the story of the community and the trajectory it will take moving forward."


"The Comprehensive Plan is a high-level tool for the City to guide future policy and development decisions. When presented with a request regarding land use, facility planning, land acquisition, or other similar opportunities, elected and appointed officials should refer to the recommendations outlined in this Plan for guidance."

Where Did the Plan Come From?

The Comprehensive Plan was born from the efforts of our elected officials and volunteers. The Comprehensive Plan Steering Committee (CPSC), Planning and Zoning Commission, and City Council Members worked together over a 20-month period to develop, refine, and implement the Plan. Their expertise, vision, and passion for our community is evident throughout the Plan. The Plan was approved by the City Council in October 2024 and serves as a guide for development through 2045. 

Why Does the Plan Matter?

The City's Comprehensive Plan, as well as the Future Land Use Map, is the guide to the City's future. While emotions may be high surrounding the proposed rezoning, as citizens, our efforts are best suited to become familiar with the Plan and why this proposal does not fit with the vision our City Officials had for us. 


The proposed rezoning does not comport with our trusted City Official's plans for the development of that land.
